1) Do you think that the Internet has provided an alternate means of participation in democracy? Has the Internet increase political participation, in your opinion? Has it increased the ways in which people can participate?

2) Do you believe that a digital divide exists? To what extent is the government of a democratic nation responsible for resolving a digital divide domestically? Internationally?

3) What role should the government play in the protection of property and property interests on the Internet? An example would be the case of Napster and other peer to peer services which are seen as violating copyright laws.

4) Does the Internet increase or decrease the amount of liberty that one has? What role does the government have in regulating what is said on the Internet? What kinds of threats to our personal liberties are out there on the net, in terms not only of the government, but of other users and companies and corporations.
