V. EFFECTS OF THE CI EAN AIR ACT ON AIR QUALITY
A. General Comments
1. In order to know the effect of the Clean Air Act on air quality, changes in air quality must be measured and the effects of the Clean Air Act on these measures must be separated from other factors that could affect air quality.
2. By 1991, the average nationwide concentrations of all the common pollutants were below the relevant NAAQSs. Many areas, however, still violated the NAAQSs.
3. The EPA still has a long way to go in establishing standards for hazardous air pollutants.
4. The 1990 Clean Air Amendments should cause reductions in acid deposition, thereby mitigating the acid rain problem.
5. Significant studies have been taken to solve the ozone depletion problem, but no progress has been made on global warming.
