Learning need and instructional goals should be clear before attempting to design and develop a learning object. Since analysis informs design, it makes sense to invest time and energy in this phase in order to establish project clarity early in the process. Analysis may vary by project but it is typical to collect data for learner characteristics, task (workflows), context and content. These may be accomplished through document analysis, surveys, literature reviews, focus groups and other means. The results of the analysis phase become the steering mechanism for the entire project.
