Course Description

Cooperation beyond the nation-state takes place in a broad variety of international organisations and regimes, covering almost all policy areas. Over the decades, this created a vast body of international norms and international law, with which states must comply. Unlike in nation-states, there is no overarching authority on the international level, which can resort to the use of legitimate force in order to ensure compliance with international norms.This course theoretically and empirically analyses how and under which conditions states cooperate on the international level in the first place. It also examines how international norms are made in selected regional and international organisations and regimes, such as the United Nations, the WTO, or the European Union. Finally, it studies non-compliance pattern and possibilities to translate instances of norm violations into compliance for selected empirical examples.
