What is the reference voltage?

The reference voltage is a voltage that you want your ADC to convert into a binary number. You can generate the reference voltage using a potentiometer. In particular, you would tie the top end terminal of the potentiometer to a high voltage level and the bottom end-terminal to ground. The reference voltage is then the voltage between the wiper and ground as shown in figure 1
