Talley Appointed as a Strategic Planner for the Joint Chiefs
of Staff
In July 2003 Jeffrey W. Talley, assistant professor of
civil engineering and geological sciences and lieutenant colonel in the U.S.
Army Reserve, returned from extended service in Operation Iraqi Freedom.
In January 2004 he was appointed a strategic planner for the Joint Chiefs
of Staff’s War on Terrorism Directorate.
One of a handful of reserve officers who have been appointed to the Joint
staff, his job is to prepare Action Packages, white papers suggesting terrorism
policies, for the Chairman of the Joint Chiefs, the Secretary of Defense,
and the President.
Talley, who earned the Bronze Star during his time in Iraq, coordinated 4,000
engineers and soldiers. Typical design-and-build assignments for his troops
included roads, airfields, base camps, buildings, bridges, enemy prisoner-of-war
camps, and water and wastewater treatment plants. He also directed environmental
baseline surveys of areas impacted by the war.
A full-time faculty member, Talley conducts his work for the Joint Chiefs
during semester breaks and summer reserve service.
He joined the Notre Dame faculty in 2001 after earning a doctorate in civil
and environmental engineering from Carnegie Mellon University. Talley specializes
in the environmentally friendly remediation of contaminated groundwater,
soils, and sediments.
